Mr. Panarella is economic advisor to the President of the European Council.
Prior to joining the Cabinet of the President of the European Council, Mr. Panarella held several professional positions in the Legal Service and in the General Secretariat of the European Investment Bank (EIB), where he first worked on the legal aspects of financing operations in Italy, Eastern Europe, and in some countries of the Mediterranean Basin and of South America (1995-2003), and then had responsibility for institutional affairs (2004-2006), the legal aspects of joint EU-EIB financial instruments and programs (2006-2009), and for the institutional and operational strategy within the EU (2009-2014). During the Italian Presidency of the Council of the European Union (2014), he served as economic advisor to the Italian Secretary of State for European Affairs in the Prime Minister’s Office.
Admitted to practise law in Italy (avvocato cassazionista) and the UK (solicitor, England and Wales, not practising), prior to joining the EIB, Mr. Panarella practised law in Italy and Belgium, specialising in commercial, financial, corporate and EU law. Beside his practice, he had also been assistant lecturer at the University of Salerno, research fellow at the London School of Economics and Political Science, research fellow and assistant professor at the Catholic University of Leuven.
