Oktay F. Tanrisever is a full Professor of International Relations at the Middle East Technical University, Ankara, Turkey. He is also the Associate Dean of the Faculty of Economic and Administrative Sciences and the Chairperson of the Area Studies PhD Program at the same university. After graduating from the BSc and MSc programs in International Relations of the Middle East Technical University, he received his PhD degree from the University of London.

His research interests include the foreign policies of Turkey and Russia, security and peace-building in the Black Sea, the Mediterranean, the Caucasus and Asia, international politics of energy, water and environment as well as theories of international relations.
