The Horn of Africa region is characterized by the presence of some of the most serious and lasting political, military and humanitarian crises of the planet. The stabilization of Somalia, following the crisis of 1991, is struggling to produce encouraging results; the independence of Eritrea has been paid at a very high human and economic cost; Ethiopia has rebuilt its path to democracy, after the bloody dictatorship of the DERG, not without problems and ambiguities; Djibouti has tried to defend its political and territorial autonomy, tightened by local and regional dynamics, yet suffering a lot in terms of security and democratic stability.
In this complex and unstable picture, however, an element of innovation as important as positive has recently matured, with the rapprochement between Ethiopia and Eritrea and the apparent solution of the border crisis that had long divided the two countries, dragging them into a painful conflict. The borders, and their management, remain a weak point in regional policy, but the renewed climate between Ethiopia and Eritrea could produce large-scale results, also helping Somalia and Djibouti.
