What is the relationship between the crisis of the liberal order and the retreat of democracy in the world? The question has become topical again due to the strategic twist that has taken place in American foreign policy over the last decade and the simultaneous international rise of authoritarian powers such as the People's Republic of China and the Russian Federation. Starting from a theoretical reflection on the influence of external orders on the internal ones of states, the volume investigates the causes that induce a hegemonic power to oscillate between two alternative policies but both aimed at preserving the international status quo. The first – by
medium-long term – aims to make secondary states "similar", i.e. to make them adopt a regime modeled in the image and likeness of that of the hegemon. The second – short-term – aims to make them "harmless", i.e. merely aligned with the hegemon or at least neutral with respect to its strategic interests. The empirical investigation thus addresses in a comparative key the response that the United States has offered to the "dilemma of democracy" from 1945 to the present day, explaining it through the presence – or absence – of existential threats against the liberal order.
Gabriele Natalizia teaches International Relations at the Department of Political Science of Sapienza University of Rome. He collaborates with the Center for Advanced Defense Studies (CASD) and with the Research Center for Cooperation with Eurasia, the Mediterranean and Sub-Saharan Africa (CEMAS-Sapienza). He coordinates the Centro Studi Geopolitica.info.
